speech. Again, I get call from Raj Shah wanting me to support his “doing things differently”. I believe that he really does not fully understand what PEPFAR is trying to do. He wants to scale up heavily in high impact countries and not go for just scaling up prevention and TAP. We are too far down the pike to change now even if we decided to change. Hillary’s speech is tomorrow as is the White House Principal’s meeting in the Situation Room. Ariel Ramos seems more convinced that the PEPFAR model will work now that he has examined the models more closely; however, Raj is still skeptical.
